IIRC, further authorization. It's a small case POTUS keeps on his
person, which, when needed, will be opened by breaking in half.
It contains a number of authorization codes, only one of which
is the real one. POTUS knows which one. I think this is used to
activate the football.
This means that simply having access to the football isn't
enough to start WW3. You also have to have access to the
biscuit, AND know which code is the real one.
