If you want to use them away from wifi, then yes
I was going to answer that same question, differently.
Q: Do you need a data plan on a phone or tablet?
A: Plenty of tablets are designed with Wi-Fi only & they work just fine.
In addition, I have plenty of spare Android phones which have no SIM card.
They work just fine on Wi-Fi too.
Of course, this assumes the flip phone in question is capable of Wi-Fi.
