I think that's the default. They used to do Gnome 2 kind of like that also,
except it was two full panels. When I used CentOS I always merged to the two
into one and put it at the bottom. Panels on the top tend to give me
"claustrophobia." I like them on the bottom "where they belong." I don't
tinker too much, but I do like a consistent desktop.
