It definitely does. Even if Windows was faster (it's not) they choke down the
OS' speed with calls to "home," unwanted ads and virus checking.

So, I already see you have some issues with Linux which looks like you
are the only one in the world to encounter. I have no explanation. But
generally, from my experience, Linux is faster than Windows.

Linux is always faster on my "trailing edge" computers.
