It started that way, but since about 1976 or so the official definition
has been 1852 metres exactly.
The ICAO gave up on knots when it came to using SI units. Apparently
pilots are stubborn.
A few countries (China, Russia?) use SI units in their aviation. When you
pass through their airspace, you have to do as they do.
