Europeans. Until 1965 that was how the immigration laws were structured.

Race.'  He authored the UNESCO proclamations on race almost
singlehandedly. He also wrote 'The Natural Superiority of Women'.
 Meanwhile Boas was destroying anthropology. I have the chronology wrong
since Ruth Benedict, Boas' student, was Montagu's thesis supervisor for
his doctorate at Columbia.
 

Whites aren't a different race. They are a different species. Cro-magnon human is not Modern Human. It is half Modern Human  half Neanderthal.
