Not "supposedly".  They had 131 billion dollars in revenue and 73 billion
dollars net income last year.

so why can't they invest a few millionths of a percent of that loot
to FOSS?

Because the market is too small/fragmented to bother with and there is
literally no money to be made by giving stuff away.
