True.  It is the law in this state.
So I have a lot of experience with the problems associated
with "keeping things up to date".
W10's end of support is actually a blessing in disguise.

ethics, I would think.

I never pencil whip.  Several of my customer do.  If
there is a breach, their grandchildren will need
lawyers.
I have had one customer who pencil whips, tell me
he is not paying that kind of money (to me) to take
credit cards.
PCI is not about data security, although there are
some good security things in it.  It is about
transferring liability from the card processor
to the vendor.
By the way, I'd posit that about 95% of the
compromises are human related, not technology
related
