and he made policy decisions in consultation with his cabinet and
advisors -- like every president before him. If you're talking about
immigration, the reality is illegal border crossings increased sharply
under Trump (2020 hit historic highs) and continued under Biden largely
because of post-COVID global migration spikes, political instability in
Latin America, and labor demand in the U.S.
 
Biden actually kept many Trump-era border policies in place (like Title
42 until courts forced changes) and increased deportations and removals
in some categories. If you're serious about immigration reform, that's a
bipartisan failure going back decades.
