I'll throw in some points for discussion.
1. Technology has massively altered the balance of power when it comes to conflicts, and the threat of nuclear and biological warfare has managed to keep small nation on equal footing with big ones.
2. Two small men working together can outfight one strong man.
3. There is also the battle field of the mind. Who's "ism" is the strongest? I'd argue the ism that produces peace and material wealth. That gives us (1) and (2) which definitely impacts the power calculus.
