He must have learned this stupid idea from sweden. Sweden has done exactly the same, and the quality of degrees is so diluted, that I would only ever consider people examinated from a handful of universities, and the rest I wouldn't touch with a ten foot pole.
The other path is the path of experience, if an applicant can show me that they are passionate and that they did something. This can weight equally or be more important than a degree in my experience.
