Manufacturers 'buy in' specific generic management units and customise for the particular engine - there is a map inside detailing what to do in various cases of airflow, exhaust oxygen and rpm and throttle position.
Those maps are ,model specific, but the computer that reads them generally is not, although its often in a different case for each car.
You can also buy aftermarket ECUs that you program the parameters into on a laptop
