  Sounds familiar ... though 'C' became available on the PDP-11s (was

Wrote 'em, maintained 'em.  They're hell in any language.

Never did payroll but I did do an inventory control system. The IBM 5120
gave you two choices: BASIC and APL. Or rather no choice. BRAD II was sort
of a brain dead RPG.
