The natural tendency for any organization on a budget is to create more work for itself and request more budget and manpower to fix a problem that it had no intention of fixing in the first place.
Remember fixing the problem you were set up to fix calls into question whether you are worth employing thereafter.
You see the same on sofware. Imagine someone said 'that's it: the code is just fine - there is no need to develop it further' what would happen to the Poetterings of this world?
