Certainly a "big deal" ... Apple's prices will rise because American
workers simply won't accept being paid $2.50 per hour like the Chinese
and Indian workers do.  :-\

Expensive labor can be replaced with capital (expenditure). That is
exactly what Apple is planning.

That is an announcement and not more. It is primarily announced to
please the government. They would/will spend it anyway meaning it is not
incremental.
