No it isn't. Not allowing Time Lords to change gender during
regeneration is something that can apply 100% of the time.
What do you mean? Clearly it _doesn’t_ apply 100% of the time
since we _have_ seen Time Lords change sex and genders during
regeneration. Are you ignoring the evidence of your own eyes?
Falling down stairs is not 100% preventable.

Perhaps you misunderstood my analogy. Not sure if that’s my
fault or yours. Either way, I’ll try a different one that might be
simpler and less likely to get misunderstood. (And I’ll even throw
in some percentages since you seem to be in the mood for them.)
OK, here goes…
Imagine a pregnant human gets shot in the head and dies. The
unborn baby dies too. That’s a 100% chance of the baby dying.
Now imagine a pregnant Time Lady being shot in the head and
regenerating. If she remains a woman, the baby lives, otherwise it
dies. Let’s say there’s a 50% chance of a sex change regeneration.
That means there’s a 50% that the baby lives a 50% that it dies.
Obviously that’s not perfect, but it’s a lot better than the 100%
death rate with humans.
And it might be even better. From what we’ve seen, cross-gender
regeneration seems to be a rare exception to the norm. Let’s
say the Time Lady remains female 80% of the time, leaving just
a 20% chance of the baby dying.
Really puts our human 100% chance of death to shame, doesn’t it?
(Of course, all this presupposes the fœtus can survive a
female to female regeneration in the first place. It’s possible the
stress of regenerating is enough to cause a miscarriage no matter
which sex is regenerated into. But even then, they’re still no worse
off than humans.)
But, yeah, there are also plenty of possible fictional solutions if
you use your imagination.
Maybe Time Lords lay eggs instead of getting pregnant.

I think you’re the one showing a total failure to understand basic
biology. Once the egg has been laid, it’s no longer in the mother’s
body. That’s how egg laying works. It’s not in the mother’s body
so doesn’t matter whether she regenerates or not.

Or maybe pregnancy releases a hormone that blocks sex-changing
regenerations.
In that case why don't male Time Lords just release a hormone that
blocks female regenerations, and female Time Lords can do that all the
time to stop turning male.
Maybe they do. Maybe that’s why sex-changing regeneration is
so rare. It only happens when something disrupts the hormonal
balance.

happened to Star Trek TOS when they turned Captain Kirk into a woman for
just one episode. It was cancelled.
IIRC that’s not what caused the cancellation. There were a lot
of problems with that season. That wasn’t one of them.
The same is going to happen to Doctor Whoke.
It’s been a lot more than ‘just one episode’ and there’s been
no announcement of cancellation yet.
The audience don't want the gender and identity politics
of a bunch of child molesters masquerading as the + in LGBTQ+ imposed on
them or their children.
