Given her name, I'd guess that rather than being a Time Lord she's a descendant of Amy Pond / Melody Pond (River Song). I suppose if she's the daughter of River Song, she could be the Doctor's daughter too (though that would pose a problem in genetics!). No doubt she would have been told about the TARDIS.

Maybe she was off-planet when
Gallifrey was destroyed, or we may get some timey-wimey answer
that is was only kind-of destroyed and working together herself
and the Doctor can get it back, or something... who knows? But
in Doctor Who, like in comics, things don't always stay dead...
even planets!
