I'm sure there might once have been plenty of female Time
Lords, but AIUI the destruction of Gallifrey wiped out all the
Time Lords except for those who were off-planet, and very few
Time Lords other than the Doctor and the Master ever seemed to
go off-planet; they were an amazingly insular race. And -
again AIUI - the destruction of Gallifrey made even going back
to the planet before it was destroyed impossible, even though
that doesn't seem to make any sense.
"Doctor Who" - as a show - likes its "fixed points" in time,
things that the Doctor can't alter. So yes, Gallifrey has been
destroyed and once again the Doctor is the last surviving Time
Lord... or so he believes.

It will be interesting to see who Anita Dobson's character in
S2/S15 actually is and where she's from, as it seems likely that
"Mrs Flood" is a female Time Lord. (My assumption is based on
her knowing what a TARDIS was.)
Maybe she was off-planet whenTrue enough.
Gallifrey was destroyed, or we may get some timey-wimey answer
that is was only kind-of destroyed and working together herself
and the Doctor can get it back, or something... who knows? But
in Doctor Who, like in comics, things don't always stay dead...
even planets!
