It was depicted in not only this episode but in every single episode since the Christmas special. The Marxist-Fascist nanny state is represented by the fake Doctor who has now become a tyrant interfering in the business of others as and when she pleases, giving favours to those who she thinks she can control and use to her advantage such as her companion (acting as her surrogate adoptive mother) and those around her such as UNIT or any innocent onlooker or bystander, to do her bidding and to carry out her will, and on top of that she is now a cold blooded murderer.
This was never the character of the Doctor. The Doctor never willingly interfered in the affairs of others. He never went around looking for trouble or causing it as she does now. He hid his identity and his origin, but now she uses it as a mark of her supremacy and superiority and as a way to threaten people. He never took his companions to places, times, or situations he through would be dangerous, but now this is all that she does, not by accident or through the malfunction of the TARDIS, but deliberately through design in order to pretend to a white, I mean a black saviour and God incarnate.
The Doctor is now a murdering Marxist-Fascist tyrant, who in his delusion thinks he is beneficent, attempting to impose his will and ideology on others, not because it is right originating from unchangeable absolutes which reveal themselves through the heroic journey of discovery, learning and knowledge, but because he has power over others.
The Doctor never killed, he never murdered, but that's all she does now. He tried to encourage others to discover what is right through logical and rational thought and reason on their own through their personal endeavours and morality. Now she lectures people with one sided ideology and anyone who disagrees is her enemy. All dissidents who refuse to accept the Marxist-Fascist ideology of the totalitarian state she has created which gives them everting it thinks they need from birth, which it also controls through eugenics, must be re-educated and then vaporized.
This is what Doctor Whoke is all about now.
Ruby Sunday's family, her adoptive mother and grandmother, and social services, and UNIT knowing and controlling everything while giving people jobs as favours as it pleases to those who it deems represent its fake ideals instead of based on merit, are the more obvious representations of the nanny state in action. Spending almost half the episode needlessly dwelling on Ruby being reunited with her real mother rather than the Doctor saying goodbye to her as she leaves to greet her, because in comparison there was only a 5 second mention of her real father and you never even got to see him, so it could have done this way for both, is another reinforcement of the nanny state which provides for all. Like Ruby couldn't have taken a DNA test and searched the database herself. She is rewarded for no effort whatsoever because she has been elevated to being a special person, a figurehead or mascot, a poster figure like Big Brother for totalitarian beneficence of the nanny state she must live in.
These Fascist-Marxist totalitarian, sexists, racists, bullies, and bigots expose themselves for what they really are in everything they say or write.
The Doctor is now a murderer! Remember that.
