Well... The 'Fugitive Doctor' has to fit somewhere, unless she
is just someone's bad dream. After all, we have seen her in
episodes of Doctor Who. So ... <shrugs> [*]

 
When I first read, here, of 'The Fugitive Doctor' I thought whomever had
mentioned that term was mis-spelling 'The Future Doctor' i.e. someone to
follow on somewhere after JodieDoctor rather that someone pre-DoctorBill.
 
Is the implication, now, that it was 'The Fugitive Doctor' that pinched
The TARDIS rather than DoctorBill??

No, the Fugitive Doctor is shorthand for the Doctor from the Jodie episode
“Fugitive of the Judoon” with cameo appearances in “Flux” and “Power of the
Doctor”. She is a pre-Hartnell incarnation; probably, though not
necessarily, the one who was mind-wiped and regenerated to childhood to
become the Hartnell Doctor. The minus-1th Doctor, if you like.

As she had a TARDIS that liked being a police box, it’s possible that two
different Doctors stole the same TARDIS TWICE - which sounds a bit
improbable, but recall from “The Name of the Doctor” that Clara GUIDED
Hartnell into stealing the “right” TARDIS, and it becomes less so.
