No it isn't. Nothing after 2017 is canon, and Missy isn't
canon either unless the Master used her form as a disguise
like his other disguises which did not involve regeneration.
Just to freshen your memory... "Hell Bent" featured an on-screen
regeneration where a Time Lord changed sex (male to female),
plus the same regeneration also showed a Time Lord changing skin
colour.
This was in a televised episode of Doctor Who in 2015.
I'm pretty sure neither that nor Kill the Moon actually happened. Maybe the 12th Doctor was suffering from PTSD from getting Clara killed and started hallucinating from back then or the trauma corrupted his memory.I'm pretty sure "Hell Bent" featured Peter Capaldi's Doctor...The 13th Doctor!>
