I would tend to disagree .... rec.arts.tv should be the group for ALL T.V. shows for which there isn't a more specific newsgroup.
Doctor Who has specific newsgroups, so there shouldn't, as a normal thing, be posts about Doctor Who in rec.arts.tv.
Startrek has specific newsgroups, so there shouldn't, as a normal thing, be posts about Startrek in rec.arts.tv.
Babylon5 has specific newsgroups, so there shouldn't, as a normal thing, be posts about Babylon5 in rec.arts.tv.
Etc., Etc., Etc..
