 That wasn't what the bomb was for per se...it was to destroy all
non-Dalek life in every universe and dimension except those
within the Crucible... so the Daleks would be left as the sole
race in existence.
 Like a lot of Dalek plans over the years it doesn't really make
a lot of sense if you think about it fully.

Not just Dalek plans ... most TV and movies in general don't really make sense when you think about it fully. Sci-fi, especially when involving time travel, doubles-down on the not making sense. That's why episodes of shows like Star Trek where they simply push the big red reset button (literally in the case of a David Tennant Doctor Who episode!) are just a complete waste of time by lazy writers who can't think of anything sensible to write.
