Should The Doctor be punished?

The Doctor is clearly guilty of reckless homicide, for the death of Colonel
Childozie.  There was no justification for why he had to use a Time Window
to view what was on the tape.  It's possible this is what allowed Sutekh to
return in material form, so any further deaths will also be on the Doctor's
hands.
