No, the Fugitive Doctor is shorthand for the Doctor from the Jodie
episode “Fugitive of the Judoon” with cameo appearances in “Flux” and
“Power of the Doctor”. She is a pre-Hartnell incarnation; probably,
though not necessarily, the one who was mind-wiped and regenerated to
childhood to become the Hartnell Doctor. The minus-1th Doctor, if you
like.
 
As she had a TARDIS that liked being a police box, it’s possible that
two different Doctors stole the same TARDIS TWICE - which sounds a
bit improbable, but recall from “The Name of the Doctor” that Clara
GUIDED Hartnell into stealing the “right” TARDIS, and it becomes less
so.
 
Ah!! So maybe there was a fault with-in the TARDIS Type 40 (or whatever
they were called prior to Susan calling them/it A TARDIS) system so
that, once it had adopted the shape of an Earth 1960's Police Box, the
system became stuck in that Mode, so The Fugitive Doctor might have put
HER Type 40 in for repairs .... allowing DoctorBill to then pinch it!!

The way the original TARDIS chameleon circuit functioned was very
interesting. When the TARDIS materialised in a new location, the circuit
made an instant and highly detailed examination of the TARDIS’ immediate
surroundings, researched its data banks for all past and future knowledge
of the environment it found itself in, made an analysis of the materials in
all nearby non-living artefacts of suitable exterior dimensions, and then
sent tiny experimental signals down the neural pathways of any local living
beings to the perception centres of their brains, or the nearest
equivalent, to see what sort of object was most likely to go unnoticed.

However, no one knew quite why it did this; because it invariably decided
to make the TARDIS assume the shape it was most comfortable with, usually a
large nondescript office cupboard, but in one notorious case a small
building from mid 20th century Britain on the unimportant and mostly
harmless world of Earth, called a “Police Box”. The Police Box TARDIS was
usually almost, but not quite, entirely the most incongruous object in its
vicinity and frequently found itself impounded, towed or dragged away, and
in extreme circumstances, doused in kerosene and set alight in hopes of
making it disappear. This never worked.

The Chameleon King (TM) was designed and manufactured by the Prydonian
Perceptionetics Corporation, whose complaints department now completely
sprawls across all the major planets of the oldest and shabbiest three
planets in the Kasterborous Star Cluster.
