No, the Fugitive Doctor is shorthand for the Doctor from the
Jodie episode “Fugitive of the Judoon” with cameo
appearances in “Flux” and “Power of the Doctor”. She is a
pre-Hartnell incarnation; probably, though not necessarily,
the one who was mind-wiped and regenerated to childhood to
become the Hartnell Doctor. The minus-1th Doctor, if you

  Ah!! So maybe there was a fault with-in the TARDIS Type 40 (or
whatever they were called prior to Susan calling them/it A
TARDIS) system so that, once it had adopted the shape of an
Earth 1960's Police Box, the system became stuck in that Mode,
so The Fugitive Doctor might have put HER Type 40 in for
repairs .... allowing DoctorBill to then pinch it!!

 Unfortunately Chris Chibnall never went so far as to explain the
how bit!
 

Seems as we are now experiencing RTD-Mark II, perhaps when we get CC-Mark II, we'll get the explanation of the how bit!! ;-P
