People book them for community events, discos, birthday parties, performances, wedding receptions, and bar mitzvahs. Then they try to sell tickets unless the event is free. Even if nobody attends it still counts as a full venue. You don't get discounts from the PRS/PPL/MCPS for music copyright when performing to an empty house. It always counts as being full.
