 6) Could not run with a future incarnation as his Vice-President.
 5) Knew that Congress would not go for new dress code.
 4) White House officials would NOT let him live in the TARDIS.
 3) Afraid that his age might put him out of touch with people.
 2) No challenge; he knew Clinton was gonna win anyway.
 And the NUMBER ONE reason The Doctor and Ace Didn't Run For President of the United States:

I liked the rest of the list, but I thought that #1 was kind of lame. How about,
 1) The Doctor has a bad habit of getting elected president and leaving before his term is up.
