If it is in the show, as broadcast, it is considered to be
'canon', by those that believe in such a thing.
No it isn't. Not if it doesn't make sense. It mood is not a dragon's egg and can't hatch and then reform into exactly the same mass, shape and appearance as before.
It doesn't mean you can't pretend those events didn't happen of
course, I do it with many things in the show, but still... it
did set-up the principle that Time Lords could change their
gender to get fans used to it. (Which was why Steven Moffat did
it of course.)
It set up the shows ultimate destruction. Capaldi was clearly psychotic ever since the moon hatched into a giant space dragon and therefore these events are prat of his hallucinations before he died.
So the Doctor following suit wasn't a completely
revolutionary idea to fans of the show.

I actually thought Missy was quite good... I much preferred her
take on the character than Anthony Ainley's Delgado rip-off
version of the Master.
Ainley was infinitely superior. The Master was never a nihilistic psychopath. The character is supposed to be based on 'Blackie' DuQuesne from E E Smiths Skylark series, not Hannibal Lector.
