No. What I said is that the Master IS based on 'Blackie' DuQuesne. The Skylark series could not have gone unread by Dicks and Letts. It stands as one of the primary foundational pillars of science fiction along with the Lensman Series, the Barsoom Series, the Foundation Series, Armageddon 2419/The Airlords of Han (Anthony 'Buck' Rogers), I Robot, 1984, Fahrenheit 451, and the science fiction works of H G Wells. I'm in two minds whether to include Dune as it's a derivative of the Foundation and Barsoom series, and Flash Gordon was created as a derivative of Buck Rogers.
You obviously know very little about science fiction.

Do you do this with every Blackie character in old pulp novels? For
example, do you also think it’s “obvious” that the Doctor is
“supposed to be” based on Boston Blackie from the books of
Jack Boyle?
(As for the the differences from Moriarty, that’s probably just
a side effect of the different genres. It’s possible to think that
Victorian London had an organised criminal underworld. It’s
a lot less likely that there’s an organised network of aliens all
taking it in turns to invade Earth!)
Boston Blackie may well have also been a source for the character of the Master, but Boston Blackie didn't go up into space and have adventures with space aliens and neither did Moriarty. DuQuesne did.
None of these characters were nihilistic psychopaths like Hannibal Lector which is all that degenerate modern writers can think of when writing villains. These imbeciles can't write intelligent villains that can rationally justify their actions any more. Missy was a shit attempt to characterize the Master, and John Sim doesn't fair much better.

It's up to you to prove me wrong using logical argument and literary analysis. Dicks and Letts aren't going to reveal that they plagiarized E E Smith and other writers while they were still in copyright. Douglas Adams' The Pirate Planet is directly based on themes and ideas derived E E Smith's Lensman novels. It's blatantly obvious to anyone who has read them.

is where the plot of Genesis of the Daleks came from. Davros is
Ras Thavas with his first and last names reversed (Thava Ras) which
is something ERB does with the name of one of the characters in the novel.

Are you going to deny that the appearance of the Dalek creatures, ie. the Dals/Kaleds ultimate form comes from the end of H G Well's The Time Machine?
Here's another one. Superman was directly based on John Carter of Mars, also a character created by ERB (admitted by Siegal but obvious to anyone who has read the Barsoom series without knowing a single thing Siegal said). Also The Green Lantern was derived from E E Smith's Lensman series.
