 Well, we did get a look at a Time-Lord choosing different
species when Romana was regenerating at the beginning of
"Destiny of the Daleks' ... before she settled on her Princess > Astra face/body. So never say never, it could well happen again.
It'll be more down to the cost of the special FX required for
the Doctor to be non-humanoid more than anything else though.

Hmm!! New theory!! .... You know how The TARDIS changes peoples speech so it always seems the characters are speaking ENGLISH??
Well, maybe, all along 'The Doctor' looks like 'The Blob' but The TARDIS changes everyone's apparence so all the characters appear acceptable to The VIEWER (of which ever RACE they are)!!
