Horse-hockey. Your source is probably confusing two sources -- "Time's Crucible", where we learn about how Time Lords are born (they're "woven on a genetic loom", whatever that means), and "Nightshade", which implies that Susan is not the Doctor's biological granddaughter.
However, both books leave it all ambiguous enough that if someone wants to, they can argue things any which way.

As I understood it, Susan was half-human, half-Gualifrian, which could be correct but, if Time Lords are "woven on a genetic loom', I could accept that Susan is Half-n-half so one of her parents MUST have been "woven on a genetic loom", so The (First) Doctor *COULD NOT BE* Her Grand-Father!
Right??
