 Yes, he played Captain Henry Avery in the Matt Smith episode "The Curse of the Black Spot".
 "Douglas is Cancelled" is also created and written by Steven Moffat, who of course wrote many Doctor Who episodes and the Benedict Cucumberpatch series "Sherlock".
 "Douglas is Cancelled" is just silly, non-funny, garbage though, not helped by the swearing, as usual these days :-(  We watched the first episode and then gave up on it.
 

To be honest, I don't think I could truthfully say I WATCHED it ..... The T.V. was on, making noise whilst I was reading/typing away on this Laptop.
