rec.arts.sf.tv certainly. I think the other two groups would be pushing things, since the great majority of their readers are unlikely to have watched or be interested in the show. (More fool them, I agree, but their wishes should be respected.)
Doctor Who is a TV show, so by definition it can be posted about in general TV newsgroups such as rec.arts.tv and rec.arts.tv.uk.misc that are not specific to a particular show / genre.
If some of the people using that newsgroup don't like Doctor Who (or whatever show) posted there, then that's their problem. I don't like 90% of the shows they post about either, but they're certainly allowed to post about them and they are far more on topic than all the silly political posts that infest rec.arts.tv
