If some of the people using that newsgroup don't like Doctor Who (or
whatever show) posted there, then that's their problem. I don't like
90% of the shows they post about either, but they're
certainly allowed
to post about them and they are far more on topic than all the silly
political posts that infest rec.arts.tv

Never having followed rec.arts.tv, I couldn't comment on that.

Well it should encompass DW!

I would tend to disagree .... rec.arts.tv should be the group for ALL
T.V. shows for which there isn't a more specific newsgroup.

Doctor Who has specific newsgroups, so there shouldn't, as a normal
thing, be posts about Doctor Who in rec.arts.tv.

Startrek has specific newsgroups, so there shouldn't, as a normal
thing, be posts about Startrek in rec.arts.tv.

Etc., Etc., Etc..

It doesn't work that way though. If you go to pretty much any general
TV news website, they have posts about any show. They don't leave shows
out because there is already other Doctor Who, Star Trek, etc. specific
websites. :-)

Some people just aren't interested in subscribing to hundreds separate
newsgroups when only one main one would do. Other people prefer to
subscribe to the separate ones.
