 By "head minister", who do you mean?? The person standing out the front of HIS congregation or some supernumerary person who may be located in a totally different location??

 Yeah!! I understand some Churches require as much as a 10% tithe .... so they can have modern buildings, etc.

The head minister, or head pastor is usually the founder or the leader that led the splitting of another congregation, binky's "Church" has quite the list of pastors but they don't answer to anyone but themselves.
Tithes support all the salaries of their pastors and staff and building maintenance and mortgage if any.  It also pays for all the multi-media equipment at the front of the congregation.  One cannot worship without those big screens and special effects.
The key selling point is you do not need to think, they provide all the answers, in fact thinking is strongly discouraged.
