This isn't comparing the episodes. It's comparing the ratings.

Still apples and oranges... as the television environment - and
Doctor Who - was so much different back then. No Internet, no
streaming services, less TV channels, different story
lengths, less budget, worse FX, etc.

Personally I don't think "Lux" deserves to be the lowest rated
episode of Doctor Who ever... but it is what it is.

I didn't think either episode was THAT bad actually, but they
are episodes form eras of "Doctor Who" where the show is
clearly on a downward trend among viewers.
 
Actually Sylvester McCoy's era was on an upward trend. The
writing started to improve and the stories got better.

In some ways that is true. The fact is though the general
television watching public had nothing but apathy for the show
back then... there was only four TV back channels then too,
so the show had limited competition for viewers. Doctor Who was
in decline... it could only end one way.

This is not the case for the incel pervert Ncuti Gatwa
where the writing has descended into sexual harassment
and debauchery because it's being written by a sick
degenerate pervert that no man wants to sleep with.

For me, the stories this season ARE getting better. Whether this
continues for the rest of the season is another matter though...
