 He wouldn't be the first, nor the last, actor to sign-up as Doctor Who solely to get a big-name TV series role on his CV and then quickly leave. Quitopher Etchedinstone did the same thing.
 

Christopher Eccleston left because RTD systematically bullied and abused the cast and crew and wouldn't listen to anyone else’s views or opinions.

His leaving could (part)explain where there is going to be over a year's gap before the next season ... or the big gap could be the (part)reason why he is leaving.
 

The gap is because Disney has cancelled the series and RTD and the BBC have known this since the end of Gatwa's first series. Why would Gatwa continue when the series has been cancelled and may himself unavailable for any other work?
