center of the 'web of time'... it is the source of energy
for all Gallifreyan time travel, not just The Doctor's TARDIS.

My fanwank for this is that the Eye of Harmony is dimensionally transcendent
 and has a node in every TARDIS, through all of time and space, as well as
 under rhe Panopticon - usually called the Heart of the TARDIS but also
 sometimes also called the Eye of Harmony.
I've got loads of other fanwank associated with this that would give
 rationalisations for the relative flow of time between Galifrey and
 Timelords, how the Matrix can work, even how the TARDIS translation
 circuits operate. But that's all it is. Fanwank, technobabble. You know, magic.
