 (And I am assuming you meant the 10th Doctor, not 13th

 There could be a clue in "The Reality War" though. (Which obviously
you haven't seen.) In the UNIT tower when it's all done Ruby asks is
the world exactly the same. Susan Twist's character says there have
been some glitches, tiny little changes, one of them being the border
between Sweden and Norway has moved nine miles...
 It could mean nothing, but Norway is of course where Bad Wolf Bay
is... aka "a beach somewhere"!
 As RTD could have written about any border in the world and chose
Norway, I assume that line is there for a reason.
