With us, it's the Olympics. The city is suddenly very concerned with all
the crime, violence on public transit, graffiti and vagrants everywhere
and just the general shithole appearance of the city-- not because of
the citizens who live here. No, they want to make sure this is all gone
before L.A. becomes the center of world attention in 2028 for the
Olympic.

After which, they'll happily let it go back to the post apocalyptic
hellscape that it currently is.
