I think it started as an attempt (to pretend) to be even-handed: we'll virtue-signal that we agree that both sides have some culpability and issue warrants for top leaders on BOTH sides so that we can get support from both the "global South" AND Western nations. But the long process of issuing the warrants meant that the Hamas members were dead before they could be arrested.
It would have been interesting to see what happened if a Hamas leader turned up in a country that was a member of the ICC: would they actually have been arrested and extradited to the ICC? I bet Netanyahu or Gallant would have been but that Sinwar would have been left alone.
Putin has similar warrants against him but he's been to a least one country that could have honoured the warrant but left him alone instead.
