If Trump imposes duties on incoming Canadian petroleum products of
course prices will be raise to cover the new costs Trump has imposed.

I think Trump likely knows that. He just refuses to say it as he knows
if he keeps saying tariffs are paid by the country they are imposed on
enough people will believe it to keep him in good standing.
More to the point, I think he knows it would trigger a trade war and
feels it's a trade war he can win decisively.
Meanwhile it's causing havok in Canada as the Canuck buck has dropped
3 to 5 cents which is starting to cause price increases across the
board at the worst possible time of year.
There is a theory making the news rounds that the tariffs are a club to
beat Canada and Mexico with until they seal the US borders to stop
illegal immigrants and drugs from entering the US.
That's probably about right.

If Mexico (and Canada) took Trump's bluffs seriously Mexico would've
"paid for the wall."
