Elect honest politicians? Yeah, I know it's hard to figure out which ones are honest and, even if they are honest when elected, they seem to be buyable when enough money is waved under their noses. So maybe you also need special law enforcement types that sniff out corruption and prosecute it - strenuously - when they find it.
