her lush landscaping and fill her swimming pool. It infuriated local officials

water conservation wasn't their concern, but rather controlling what people

I'll guess it was gray water. If she's watering her lawn, doesn't some
of the water trickle into the shallow acquifer, so this helps neighbors?

She brought water into a drought=stricken area, so any additional water
is a good thing.
