Cheers, and they have no excuse not to do it given that they relocated to

 I'm guessing you didn't see all that many episodes. I watched them all
and saw Roz (several times), BeBe Glazer (multiple times) and even Gil
and Bulldog.
 I saw all of season one and gave up on season two.
 
As for Cheers characters, I saw Lilith a couple of times.

I don't really need to see Frasier and Cheers characters all the time
but it would be nice to see any of them drop in for a visit; even a
recurring role like the one Roz has is fine. But the new cast is mostly
good - I'm still not awfully fond of David, although I've actually seen
talk of creating a spinoff around him, which baffles me - and they
should still be the key characters.
 Grammer has also been saying in the entertainment media that he'd really
like to get some closure with Diane and see where they might be at this
point in their lives. That hasn't happened yet but it sounds like it
might if they can find a new home for Season 3.
 It took a few episodes to find its rhythm but I've found it quite
enjoyable and will be saddened if they don't find a new home.
Kelsey Grammer has said that he wanted both Ted Danson and Shelley Long to make guest appearances in the revivied "Fraiser", but it hasn't happened yet, and with the unsurprising cancellation, may never hapen.
