 Just looked up an article over on the web and got the following quote:
 
 "Officials said that the Santa Ynez Reservoir had been closed since
 about February for repairs to its cover, leaving a 117-million-gallon
 water storage complex empty in the heart of the Palisades for nearly a
 year. "
 
 So the reservoir was still undergoing repair long before the  Santa
 Ana winds started up. No reason was given why the repairs were taking
 so long but I know how that can go. The pool in my complex has been
 undergoing repair work for over a couple of months. There are multiple
 guys here every day. I have no idea why it's taking so long but they
 keep working.
 
Huh, maybe lacck of funding in LA?
 
Repair and maintenance on a timely basis is unaffordable but we can
afford fire damage?
 
Is that how politicians think?

Not to mention, "repair and maintenance on a timely basis is unaffordable",
but we can afford to spend $2.4 billion on vagrants, which only makes the
problem worse.

afford to spend billions on cradle-to-grave health care for illegal aliens and
pay for them all to have lawyers to fight perfectly legal and constitutional
deportation proceedings.
