That's a lie (along the lines of David Fury's "We always intended to kill off Doyle in episode #10 of 'Angel'!1!" lie).
The truth is there was almost certainly enough material for a third season, based on the original graphic novels.
But between season #1's "mediocre ratings" (that's Netflix's take, whether it's correct or not), and Neil Gaiman being exposed as a sexual predator, there was no chance they were going to renew the show for a third season (as they'd have to pay Gaiman - similar to why the final season of "Good Omens" was cut down to a single TV movie).
So, instead, they're going with the "we always intended to do just two seasons" lie. It's bunk.
