app. I wonder if it can be configured to open Safari (or whatever
browser Anim prefers) instead of the TikTok app.

The full link has an http:// prefix, so it's more likely it was asking if Anim wanted to open the TikTok website in whichever default web browser he uses. Even without the http:// prefix, Notes would assume it is a website link. Saying no meant it didn't try to open the link.
