Canada had a case a couple of years ago of a Muslim woman who wanted
both her citizenship ceremony and her passport with veil. They told
her no on the passport and offered her a private swearing in with a
female judge but that she had to show her entire face to the judge.
She said no and I don't know what the final outcome was. I >think< she
was told "there's an open offer on the female judge so let us know
when you're ready - oh and by the way, while your application has been
accepted it's only good till the end of this year so if your swearing
in doesn't happen before next year you will have to re-apply.
I also don't know what the objection was to unveiling in front of a
female judge with nobody but other women (court staff) in the room.
I mean honestly, there is accommodation and letting the government be
pushed around which they were decidedly NOT on for.
