NO!!!
You have to distiguish between time (which is the physical phenomenon you like to measure) and the measurement of that quantity.
Time belongs to nature and exists there for uncertain reasons.
The measurement of time utilises clocks of various kinds, which do NOT belong to nature (because they are artifacts).
So: natur does not know anything about hours and seconds and uses other other means than clocks.

and 0001-01-01 correctly. And they don't need
it at all.
Sure, most people cannot do that without a calculator. But if you need that number, you find various calculators, which can  answer that question in less than a second.
